Massachusetts DOER releases proposed revisions to Solar Massachusetts Renewable Target (SMART) program

On July 10, 2024, the Massachusetts Department of Energy Resources (DOER) released the 2024 Solar Massachusetts Renewable Target (SMART) program Straw Proposal.

The DOER’s Straw Proposal includes numerous substantive changes to the current SMART program and sets forth additional efforts aimed at improving the program’s implementation. More information can be found here.

DOER will hold in-person stakeholder technical sessions on Monday, July 22, 2024 and Tuesday, July 23, 2024 where participants may comment on a variety of topics covered in the Straw Proposal including program structure, consumer protection and compliance matters, adder eligibility, and environmental protection.

Stakeholders interested in participating in technical sessions or wanting to submit questions for discussion, may visit the following link.  The deadline to register is July 17, 2024.

The final deadline for comments on the SMART Straw Proposal is August 2, 2024. DOER has issued a target timeframe of Fall 2024 for draft regulations.
